Request for Exemption

This page describes the information required in a formal request to the e-GIF Management Committee for an e-GIF standards exemption from compliance with the NZ Government Web Standards and Recommendations version 1.0.

Before making a request for exemption, you should:

  • Communicate with the State Services Commission, so that they are fully familiar with the circumstances, and
  • Give provisional notice to the e-GIF Management Committee of an issue with e-GIF Web Standards compliance.

Exemptions from the e-GIF are time-bound. There are no permanent exemptions. You should provide a plan, which states how and when you will achieve compliance. Include specific dates if possible, or provide quarterly timeframes at the minimum.

Request Sections

Your Request for Exemption should contain:

Title Page

Clearly identify the application data, the name of the requesting agency, the number of web sites affected and a target date for compliance or for when a replacement web site will be in place. The person requesting the exemption must be either the chief executive or their appropriate second in charge.

Executive Summary

Provide an overview of; the background, any quantified issues, costs, web sites will be impacted and how, as well as a plan to achieve compliance. Detail any interim arrangements to facilitate compliance. State the timeframe within which each web site will comply.

Background

Detail the nature of the Web site and its appropriate history from at least 11 December 2002, the time of publication of the Web Guidelines. Provide earlier history of the scope and extent of the factors that inhibit compliance if that will assist the e-GIF Management Committee.

Clearly explain why the Web site is not Web Guidelines compliant. State what the impact would be on the agency or sector to make it comply; for example, any associated costs.

Description of Web site

Describe the major functions, audience, non-compliance issues and proposed compliance date:
Explain what is not compliant about the web site. Use a table with the following columns:

  • Web site
  • Intended Audience
  • Manner Not Compliant. List the pertinent section of the Guidelines.
  • Temporary Workaround, if appropriate
  • Target Compliance Date

Compliance Plan

Describe the dependencies, risks and mitigations to achieve the target compliance date
Use a table with the following columns:

  • Manner Not Compliant, from table above
  • High Level Tasks / Milestones, to achieve compliance
  • Dependencies
  • Risks, to achieving target compliance date
  • Mitigation Strategy

Recommendations

Conclude your request for an exemption. Use the following style:

I recommend that the e-GIF Management Committee:

  5. Approve

Signature

Obtain the signature of the Chief Executive or equivalent second in charge.
