Current Projects
Current xNAL Projects
- The Ministry of Health Health Practitioner Index is a database providing unique identifiers and public register information for health practitioners, health organisations and physical health delivery facilities.
- The New Zealand Qualifications Authority is implementing xNAL in the current technology upgrade.
- Companies Office (Ministry of Economic Development). A project to create a generic address module compliant with the XNAL standards is currently being scoped. This standardised approach will increase efficiencies by sharing data across those business registers administered by the Ministry and between government agencies in general.
- The Department of Internal Affairs is implementing a File Delivery tool application to exchange births, deaths and marriages details with other government agencies under information matching agreements. The Ministry of Social Development is the pilot receiving agency.
Discussion Paper
Towards all-of-government interoperability for addressing
In 2005 a student at Victorian University developed a discussion paper on government agencies use of address information. The work undertaken involved:
- Interviewing ten agencies about the usage, issues and complexities of their address and location information
- Analysing the needs of the agencies and the opportunities for improvement through interoperability
- Developing architecture for address information to overcome the issues identified.
The paper concludes that:
- There are a number of serious difficulties for government agencies attempting to implement interoperable IT processes for address and location information.
- Mandatory standards need to be developed, supported by policy, guidelines and tools.
- Guidelines are needed in the areas of presentation, data validation, information models and geo-referencing of addresses.
- Regulations may be needed to force people dealing with governement agencies to provide correct, authoritative address information.

Working Group updates
The xNAL Working Group comprises representatives from (amongst others) Land Information New Zealand, Ministry of Economic Development, Department of Internal Affairs and New Zealand Post.
The most recent activity undertaken by the Working Group was to update the NZ xNAL Guidelines. These were first published as a final draft in August 2003. After 12 months experience of organisations using the Guidelines, Revision 1.0 was published in July 2004 taking into account feedback from organisations using the standard.
The Working Group reviews agency feedback on implementing the standard and Best Current Practice (BCP) published in the xNAL FAQs. The group also overviews developments at OASIS and in other jurisdictions overseas. These learnings are fed back into the next revision of the guidelines.
The Group is always looking for new members with xNAL implementation skills and experience to bring to the work. If your organisation would like to play a part in shaping this standard's future in New Zealand, email the e-GIF Custodian at e-GIF@ssc.govt.nz for more details.
