RSS 0.9x does not use XML namespace and Resource Development Framework (RDF) [The RDFprovides the framework for processing metadata. The RDF has already been mandated in the New Zealand e-GIF V2 as a data structure to add metadata to XML web pages. It is a core standard because it allows both human and machine readability and can be used in many applications, enabling interoperability. The RDF work is part of the W3C Metadata Activity. Overseas experience
United Kingdom
The United Kingdom has adopted RSS V1.0 and is reviewing RSS V2.0.
Australia
At national level the Australian e-GIF lists RDF as developing but does not specify any RSS versions.
Canada
The Canadian government has used RSS V2.0 (based on RSS 0.9x) for its news publishing and distribution site, which currently lists over 30 feeds in geographic and audience categories: http://www.news.gc.ca/cfmx/CCP/view/en/index.cfm?categoryid=12&category=Choose Your News. The Canadian service was created last year and is yet to reach its full potential. The site is XML-based allowing for delivery in XHTML, WAP, RSS and others technologies as the need is identified.
