e-GIF Management Committee Summary 13 March 2007

1. Public Protection and Disaster Relief (PPDR)

The Committee:

  • noted that a government interoperability Working Group was established to review and recommend a suitable APCO P25 set of standards for the NZ Government Land Radio Mobile Network.
  • noted that a robust consultation process was followed
  • noted that an evaluation of the APCO P25 standards suite has been completed
  • noted that the APCO P25 standards suite has standards at various levels of compliance status (Adopted and Future consideration)
  • noted that agencies can implement the APCO P25 set of standards with a status of Adopted as respective contractual arrangements with service providers expire
  • approved the adoption of the recommended APCO P25 standards with a status of Adopted and Future consideration.
  • Recommended for adoption (immediate)
    • Common Air Interface (CAI)
    • Analogue FM transceivers
    • Digital P25 Phase 1 transceivers
  • Recommended for future consideration (3-10 years)
    • CAI for FDMA trunked digital systems
    • Inter subsystem interface (ISSI)
    • Fixed station interface
    • Data peripheral interface
    • Fixed host data interface
    • PSTN interface
    • Console subsystem interface

2. e-GIF Progress Report: Ministry of Justice XNAL exemption progress report

The Committee:

  • noted the progress made in planning the use of xNAL for the data interchange of law enforcement records between Justice Sector agencies
  • noted that the Justice Sector Information Strategy have commenced work towards adoption of the xNAL standard as part of a cross-Justice Sector project developing a set of common XML schemas
  • noted that preparation for the project has started with a project management plan developed and agreed. Next steps involve:
    • collating the data exchange schema in the Justice sector
    • comparison of current addressing schema with xNAL
    • updating documentation that feeds into the common schema
    • tendering for consulting services.
  • noted that the project proper will start in the 2007 financial year. Legislative requirements of the Effective Interventions programme resulted in conflicting resource demands within one sector agency; starting the XML Common Schemas project this year without their participation was impractical
  • noted that further updates will be provided as the project progresses.

3. e-GIF Progress report: XBRL

The Committee:

  • noted that the working group continues to work closely with our Australian counterparts to examine opportunities to collaborate
  • noted that the working group is keeping abreast of developments in the international XBRL community
  • noted that the funding process for cross-government projects represents a barrier at present to joined up government and that there is a lack of information to working groups regarding the correct process for submitting joint agency budget bids.

4. e-GIF Progress report: Standards Development

The Committee:

  • noted the OASIS standard, Customer Information Language 2.0 (CIL) has been deprecated by the new release of the Customer Information Quality 3.0 (CIQ) standard
  • noted the current status in e-GIF v3.1 for the two standards as follows:
    • CIL – Under Development
    • CIQ – For Future Consideration.
  • agreed the request to modify the status in e-GIF v3.1; specifically to deprecate the CIL standard and promote the CIQ standard to reflect current development as follows:
    • CIL – Deprecated
    • CIQ – Under Development
