e-GIF Management Committee Summary 07 March 2006

1. e-GIF Report on Progress

  • It was noted that the XML namespace is important in order to gain ownership of the NZL domain name.

2. Authentication Report

The Committee:

  • Noted the fact that the public consultation on the Authentication Standards was complete. Feedback received indicated that the Standards were well structured and well conceived.

  • Noted that it was expected that the project would be completed at the end of June.

3. Proposed e-GIF Letter to Microsoft

  • The Committee:

  • Requested that further research into the definition of “open” standards should be carried out and circulated to the e-GIF Management Committee by email for discussion and approval:

4. Website Exemption Request – IRD

  • The Committee:

  • Noted the recent history and redesign of the Inland Revenue websites and current level of compliance with the Web Guidelines.

  • Noted that Inland Revenue has implemented the criteria outlined in the umbrella exemption.

  • Noted that Inland Revenue has put in place interim arrangements for customers to access information. These arrangements are risk-reducing initiatives to ensure maximum accessibility is achieved given the current state of non-compliance.

  • Noted that work has already commenced converting high demand PDF documents into HTML content and integrating the documents into the mainstream content published on the Inland Revenue website.

  • Noted that the CMS will require implementation of a solution not yet available through the Department’s third-party vendor.

  • Noted that specific funding to accelerate remedial work, or to provide an enhanced testing infrastructure is currently not allocated, and that work is progressing as part of business as usual functions.

  • Noted that the rewrite of the Web Guidelines will incorporate the review and where relevant inclusion of emerging technologies.

  • Agreed that Inland Revenue’s new transactional services infrastructure may use XHTML as a coding standard provided there are no validation or accessibility issues with the web sites produced as per the current Web Guidelines requirement.

  • Approved a time bound exemption until 1 January 2008 so that the Inland Revenue Department can achieve full compliance subject to the following caveats.

  • Inland Revenue prioritises the compliance issue regarding the Client Management System (CMS) and macronised characters

  • A report back to SSC is provided on the status of the change requirement associated with the above compliance issue once known

  • A report back to the State Services Commission (SSC) is completed in January 2007 to advise that the minor compliance issues have been resolved within their stated time frames

  • A report back to the e-GIF committee in June 2007 and January 2008 advising the deliverables and milestones achieved and outlying any remaining deliverables and milestones

5. Website Exemption Request – Treasury:

  • The Committee:

  • Noted that Treasury has embarked on an extensive programme of improvements to the design and accessibility of the content of the Treasury, New Zealand Debt Management Office (NZDMO) and New Zealand Export Credit Office (NZECO) web sites.

  • Noted that the Securing Your Future web site is Web Guidelines-compliant and no exemption is required.

  • Noted that no exemption is required for the NZDMO and NZECO web site template designs and content conversion, as compliance will be achieved by August 2006.

  • Noted that no exemption is required for the Treasury' main website template designs as compliance will be achieved by August 2006.

  • Noted that the Treasury can report on progress with their service provider (StaffCV LTd) negotiations before December 2006 if requested by the e-GIF Management Committee.

  • Approved a time bound exemption until 31 December 2007 so that the Treasury can achieve full compliance for the www.treasury.govt.nz. website subject to the following caveats.

  • A report back to the e-GIF committee in June 2007 of the status of the online recruitment tool and content conversion

  • All new content will be compliant unless there is a valid reason and exemption in place

6. Website Exemption Request – Department of Labour

The Committee:

  • Noted that the Department of Labour has embarked on an extensive programme of improvements to the design and accessibility of the content of their web sites.

  • Noted that the Department of Labour has provided a detailed summary of the non-compliant content and provided temporary workarounds in the interim until full compliance can be achieved.

  • Noted that the Department of Labour will have the majority of non-compliant content compliant by 31 December 2006.

  • Approved a time bound exemption until 30 June 2007 so that the Department of Labour can achieve full compliance subject to the following caveats.

  • A report back to the State Services Commission e-GIF Management team is completed in December 2006 advising the state of compliance.

  • The umbrella exemption criteria are implemented.

  • All new content will be compliant unless there is a valid reason not to comply and an exemption is in place.
