e-GIF Management Committee Summary 07 February 2006
1. Meeting objectives

The objective of this meeting was to consider exemption requests to the Web Guidelines from the New Zealand Army and New Zealand Airforce.
2. www.army.mil.nz Website Exemption – NZ Army
The Committee:

Noted the NZ Army has commenced their redevelopment of its websites as part of the New Zealand Army Website Upgrade, Redesign and e-Government Compliance Plan in December 2005

Noted the NZ Army has had processes in place since July 2004 to ensure that all current and future content under its control is World Wide Web Consortium (W3C) standards compliant and, where possible, Web Accessibility Initiative (WA1) standards compliant.

Noted the NZ Army will implement the alternative access measures outlined in the umbrella exemption ( http://www.e.govt.nz/standards/web-guidelines/nov05-presentation.html).

Noted the NZ Army will seek to achieve full compliance by July 2006.

Noted the NZ Army has a process and plan in place to identify priorities and deliverables.

Noted that State Services Commission supports the approach the New Zealand Army has taken to outline the priorities and deliverables within the NZ Army Website Upgrade, Redesign and e-Government Compliance Plan. This will ensure the most effective and efficient use of resources and time to minimise costs.

Approved the exemption timeframe until 31 July 2006.
This approval is subject to the following caveats being implemented:

That this is a time bound exemption due to the technical upgrades and redevelopment that is underway.

That the Army report back to the Committee on progress in September 2006.

The Committee

Agreed that an exemption would not be required where an Agency advises the State Services Commission that it intends to be compliant by the end of December 2006 and can provide a supporting plan including budget and demonstrate commitment from Agency management in support of this.

Approved the recommendation that the e-GIF Team manage the decision process for Agency exemption requests that meet the criteria set out in the above point.

Noted that if an Agency does not fit the above criteria and has non-compliant content on its websites, it must lodge an exemption request. will remain with the e-GIF Management Committee.
3. www.bringiton.co.nz Website Exemption – NZ Airforce
The Committee:

Noted the Bring-it-on website is a web-based interactive game designed to be used as a recruiting tool for the Royal New Zealand Air Force; this website contains targeted descriptive information on the RNZAF. A link to the RNZAF’s main site is provided for the user to access information and services.

Noted that this website is considered a specialist audience website as the Bring-it-on website was developed for a target audience of 13-17 year olds and is based on the RNZAF’s recruiting advertising policy.

Noted the Bring-it-on website has a disclaimer advising the user that it is not compliant with the Web Guidelines and may not be suitable for all browsers and people with visual impairments.

Noted that people with visual impairments would not be eligible for employment within the Royal New Zealand Air Force under the exemptions the New Zealand Defence Force has in relation to employment under the Human Rights Act 1993.

Noted the Bring-it-on website is not scheduled for a major revision or change in technology until 1 July 2007. This development cycle is based on the financial year anniversary and 2006/07 financial year has no major changes scheduled

Noted State Services Commission has requested the disclaimer font be increased so that it may be read more clearly.

Approved the Bring-it-on website exemption from complying with the Web Guidelines as it is considered to be targeted to a Specialist audience subject to the following caveats:

The disclaimer font on the home page is increased and made scalable so that it may be read more clearly

This exemption is time bound to 31 July 2008 (aligned to the redevelopment project timeframe). If an exemption is required beyond this timeframe, a new exemption request will be required
