e-GIF Management Committee Summary 8 March 2005

1. e-GIF Manager’s report

  1. The RFC for proposing URNs for Namespace has been submitted to IETF and is open for comment for six months, until August.

  2. The Proposal to add URN as a standard to the New Zealand e-GIF has been posted on the e-government website. This is open for comment until 31 March 2005.

2. Publication of summary of minutes on the website

  1. The committee

Agreed that the summary of action points from the e-GIF Management Committee meetings would be published on the website and sent to agency leaders / CIOs.

3. Review of the e-GIF Management Committee

  1. The committee

(1) Noted:

  • A review of the e-GIF Management Committee will be undertaken.

  • The review will be carried out over the next two months.

  • An independent person will be engaged by the State Services Commissioner to carry out the work.

(2) Endorsed:

  • The objectives of the review are to:

  1. Review if the e-GIF Management Committee is carrying out work as defined in its Terms of Reference in an efficient and effective way.

  2. Recommend any improvements that can be made to the way the e-GIF Management Committee carries out its work.

4. Discussion on the ESA Memorandum

  1. The e-GIF team will arrange meetings with key stakeholder groups to get more feedback on the proposal to change the status of the ESA Geospatial Data Standard to adopted (mandatory).

  2. The committee

Agreed:

  • the e-GIF team would report back at the May meeting of the e-GIF management committee on their meetings with the key stakeholders

  • at the May meeting the e-GIF team would present a list of steps to be completed before the standard is able to be implemented

  • the committee will reconsider changing the status of the ESA Geospatial Data Standard at the May committee meeting

  • the decision on any change of status of ESA will be communicated to the agencies as soon as possible after the May meeting

  • an email will be sent to the agencies who did respond thanking them for their feedback and explaining the next steps in the process.

5. Proposal to add NZGMS to the e-GIF as a recommended standard

  1. The committee

Agreed:

  • the New Zealand Geospatial Metadata Standard (NZGMS) will become a recommended standard in the e-GIF effective from the date on the letter to agencies

  • LINZ will report back on progress in a year’s time so that a date can be agreed for the standard to become adopted (mandatory)

  • before the standard can be considered as an adopted (mandatory) standard the following will need to be in place

  • significant implementations

  • toolkits to assist implementations

  • schemas and interfaces

  • formal governance and maintenance processes agreed and in place.

  1. The e-GIF team will report to the next meeting on what structures need to be in place before the standard can be changed to adopted (mandatory).

  2. A letter will be sent to the agencies informing them of the addition of this recommended standard to the e-GIF.

6. Proposal to add the RSS standard to the e-GIF as a recommended standard

  1. The committee

Agreed:

  • the RSS standard should become a recommended standard in the e-GIF

  • the RSS standard should be reviewed in a year to decide if it should be changed to adopted (mandatory) status.

  1. A letter will be sent to the agencies informing them of the addition of this recommended standard to the e-GIF.
