3 Appendix 1 - The Accreditation Process - new

3.1 Application for Accreditation

56. Any Party may submit an application in writing to the Director, E-government Unit for a suitable software product to be accredited for use as a Secure Electronic Environment (S.E.E.) secure e-mail product. The Crown will make available the "S.E.E. Mail Business and Technical Requirements" to the Applicant at the time of Application.

3.2 Instructions for new applicants

57. Applicants should reply to all the following requirements.

3.2.1 Contact

58. Applicants should state the name, title, and contact details of the person(s) who is authorised to act on behalf of their organisation for the purposes of the Accreditation Process.

3.2.2 Requirements for Agency to Agency Secure E-mail

59. Applicants should describe how they would provide the Requirements for Agency to Agency Secure E-mail specified in the "S.E.E. Mail Business and Technical Requirements", and that the software products they are recommending will pass the "S.E.E. Mail Tests". For each question in the business requirements responses should state that the proposal either:

  • Fully complies, with a brief description of how it does, or

  • Partly complies, with brief description, including issues, risks and work-around options, or

  • Does not comply.

3.2.3 On-Going Support

60. Applicants should describe their recommendations for on-going support, options for delivery of support, hours of service, proposed terms and conditions and licensing arrangements.

3.2.4 Relevant Capability and Experience

61. Applicants should describe their capability and experience as follows.

  1. Organisation

    • Provide a summary of the structure of their organisation in New Zealand.

    • Provide a summary of services provided by their organisation in New Zealand relevant to their proposal.

    • Provide 6 monthly Profit and Loss statements for the last 3 years

  2. New Zealand State Sector experience

    • Identify their experience in providing services to New Zealand Government organisations.

    • Identify how they maintain credibility in existing relationships with Government organisations.

3.2.5 Specific competencies

62. For the areas in which Applicants are proposing products and services, the following information should be provided:

  • A summary of staffing structure with relevant information on depth of support capability and coverage, and thumbnail resumes of not more than 1 page for specified nominated persons to undertake the work. Please specify how capability and coverage will be achieved (e.g. direct or through agents, alliances or partnerships).

  • A summary of recent relevant project experience, including an indication of project scope, architecture and products used.

  • A description including a diagram, from an architectural point of view of the approach(es) you would propose to take.

3.2.6 References

63. Contacts are to be provided in New Zealand or Australian organisations who can be approached for information on the services provided to those organisations. Provision of contact details serves as authorisation for the S.E.E. project to approach those people without prior notification, and to discuss any relevant aspects of your business relationship with them.

3.3 Review

64. The Crown will review the application and decide whether or not to accept the application and commence the Accreditation Process. If the application is accepted, documentation for the Accreditation Process will be forwarded to the applicant.

65. The Crown reserves the right to accept or reject any application from any Party to submit a product for Accreditation. The Crown reserves the right to terminate correspondence with any applicant that the Crown considers to be mischievous or unable to fulfil the requirements of the Accreditation Process.

3.4 Initial Interoperation Demonstration by Vendor

66. On acceptance of an application, the Applicant will initially demonstrate that the software product being testing can be configured to conform to the "S.E.E. Mail Business and Technical Requirements" and can interoperate with a second configured copy of the same software. The Applicant will also demonstrate that in doing so the software fulfils the requirements laid out in the "S.E.E. Mail Tests".

67. The Applicant will provide to the Crown all relevant documentation, including test results, and may be required to provide the Crown with hands-on access to the test environment.

3.5 Interim Accreditation

68. Successful completion of initial testing will result in the applicant being invited to commence testing against the S.E.E. Mail Test Reference System. Successful completion of the testing will result in the software product being granted an Interim Accreditation.

69. The Applicant will provide the Crown with all relevant documentation, including test results and a permanent record of the Accreditation Process on CDROM, and may be required to provide the Crown with hands-on access to the software undergoing testing.

70. Failure to demonstrate interoperability will result in the termination of the Accreditation Process by the Crown.

71. Interim accreditation gives the Party the right to market the product to Eligible Agencies under the direction of the Crown's representative. If the first implementation is not completed to the satisfaction of the Crown's representative the Interim Accreditation will be withdrawn and the Party will not be permitted to undertake any further marketing or publicity.

3.6 Full Accreditation

72. The Applicant will demonstrate that the software product being tested can interoperate with all other Participating Agencies when configured to meet the "S.E.E. Mail Business and Technical Requirements". The Applicant will also demonstrate that in doing so the software fulfils the requirements laid out in the "S.E.E. Mail Tests".

73. Successful completion of the testing will result in the Applicant and the software product being granted Full Accreditation.
