For the purpose of calculating the volume of other common types of System Functions, based on the forecast purchase order volumes, the following ratios to each purchase order are believed to apply in a typical Agency:

  • 1 requisition

  • 2.7 requisition lines

  • 2.5 purchase order lines

  • 1.1 invoices

Part of the reason for the large increase in year 3 is the introduction of New Zealand Police and New Zealand Defence Force volumes. These Agencies will not use the requisitioning / front end functionality of the System (see Scenario 6 in section 14).

R248

System scalability

Notwithstanding the foregoing information, the System must be capable of scaling to serve all Agencies. For the purpose of responding to this requirement, assume the following sizing information (for Operational Phase):

  1. Maximum number of Licensed Users: 30,000

  2. Purchase order volumes: 1,300,000 per annum
