I am pleased to submit our report of the Privacy Impact Assessment for the Authentication for e-Government project.
This has been an interesting but challenging assignment, partly because the design has continued to evolve throughout the three months of the engagement. While it is commendable that the PIA has been carried out early in the authentication project, it has meant that many of the findings are unavoidably speculative and many of the recommendations precautionary.
I would like to record my appreciation for the co-operation I have recieved from the Project Team. Unusually, they have recognized the nature of the PIA process and accepted from the outset that it would not deliver an entirely supportive report. They have also been receptive to suggestions for privacy enhancing changes within the parameters of the project.
We hope that our report will contribute to the public debate about the relative costs and benefits of an all-of-government authentication scheme.
