Delivering E-government
Introduction
This is the second of three core sections of the report, New Zealand E-government 2007: Progress Towards Transformation:
- Real people, real stories presents research findings from the perspectives of New Zealanders who use government services.
- Delivering e-government offers insight into progress towards e government in New Zealand from the perspectives of agencies which deliver government services.
- Towards transformation draws together "think pieces" by 15 individuals from various stakeholder groups, who were invited to contribute their views on the future of e-government in New Zealand.
The full report assesses the extent of achievement towards the Networked State Services Goal and the 2007 milestone of the E-government Strategy: "that networks and Internet technologies are integral to information and service delivery in the New Zealand State Sector to citizens".
Approach and structure
The framework for analysis of government agency initiatives ensured that the results present a sufficiently broad, all-of-government view. Initiatives have been considered through various "lenses" to ensure sufficiently comprehensive coverage:
- agency type (e.g., Public Service departments, Crown entities, other government organisations)
- service or data type (e.g., core services, key data)
- sector (e.g, justice, environment and research, science and technology, health, cultural heritage, education, social , business and industry).
Discussion focuses on 60 initiatives that were analysed in greater depth. Discussion is structured around:
- categories, according to which best portrays the relevance of each
initiative to achievement of the E-government Strategy:

- and, within categories, analysed according to:
- key points – elements that relate directly or indirectly to e government
- implications – lessons that can be derived from the initiatives, and anticipated future results.
Four common themes emerge:
- user-centric focus
- building blocks to transformation
- cultural change
- changing role of government.
The Conclusion draws together and discusses these themes in detail.
