Cellular Services Agreements

The State Services Commission is currently negotiating syndicated cellular services agreements with Telecom and Vodafone. These agreements are planned to be in place in early April 2005 and will be available to a wide range of State Services agencies, including local authorities.

The contractual model under negotiation is based on each vendor signing an individual master agreement with Commission; the terms, conditions and pricing of which will apply to any other agency choosing to join either agreement. The terms, conditions and pricing are based on the State Services being seen as a single customer, as opposed to individual agencies. The model also includes provision for regular price refreshes, which will apply to all agencies on the respective contracts (regardless of when they joined).

A contract management group, consisting of key agency representatives, will be established to provide user input into the management of the contracts.

As part of negotiating the scope and structure of the agreements with Telecom and Vodafone a series of workshops have been held with the vendors and agency representatives. These workshops have provided agencies with the opportunity to provide input into the structure of the agreements to ensure they are sufficiently broad and flexible to meet the needs of a wide range of users.
