Authentication enters new phase

As part of the 2004 Budget, the Government has announced the commencement of the phased implementation of all-of-government authentication.

This phased implementation includes the following areas of work:

  • Accredited Standards: building upon the recently published Best Practice Framework, this work entails the development and implementation of all-of-government standards. The work includes establishing a centralised capability that will facilitate the accreditation of agencies operating online authentication solutions;
  • Policy work: detailed work completed over recent months has identified policy issues, such as legal liability and the need for formal governance arrangements, that will need to be addressed as part of the Initial Implementation;
  • Scoping options: recently completed scoping work has identified that an assessment should be completed to determine whether there are any existing systems and processes for verifying identity that could be leveraged for a full implementation of all-of-government authentication;
  • Privacy analysis: the Government�s decision includes making provision for the Office of the Privacy Commissioner to review the authentication scheme and to comment on any particular privacy concerns.

It is likely that the first phase of the work programme will also include trialing some of the technical infrastructure that would be required if a centralised system for online authentication was developed.

When all of this work is completed, the Government will make a decision on how and when to proceed further with implementing online authentication.

Establishment of the team to carry out this phased work programme is now underway. The E-government Unit is keen to maintain the high levels of input made by agency and industry contacts in previous project phases and will be liasing with these contacts in the coming weeks.
