E-government Update
Welcome to @your.service, a regular round up of e-government news from New Zealand.
We aim to reach a broad audience, including government people, suppliers of IT and telecommunications services, people in the community who are following the progress of e-government, as well as international audiences.
Issue 9 - February 2004
2004 is a key year for the E-government Unit (EGU): in the June 2003 update of the E-government strategy, the EGU committed to a mission of ensuring that by June 2004 the internet will be the dominant means of enabling ready access to government.
With the launch of the portal in November 2002, ready access to a wide range of government services and information is being provided 24 hours a day, seven days a week to New Zealanders with internet access.
With the introduction of a number of e-government initiatives over the past two years, such as standardised guidelines for web access and interoperability frameworks, shared workspaces and secure electronic environments, the foundations are largely in place for government services to be more integrated, more customer focussed and more efficient.
The priorities for the EGU over the next 12-24 months are framed by the goals of the E-government Strategy:
- By June 2004, the Internet will be the dominant means of enabling ready access to government.
- By June 2007, networks and Internet technologies will be integral to the delivery of government information, services and processes.
- By June 2010, the operation of government will have been transformed through its use of the Internet.
This means that over the next few months we will be assessing progress in meeting the 2004 goal, and will be continuing to build towards the 2007 and 2010 goals.
The main focus is on supporting electronic delivery of government services, which covers the ways that services are governed and managed, as well as how they are packaged and presented when they are delivered electronically. We will be continuing work on standards and architectures, governance and management, and on leveraging infrastructure to provide common technology components for use across government.
Specific technology projects being undertaken include:
- leveraging the portal infrastructure - search engine, metadata;
- development of common tools - XML Gateway, universal submittal agent, universal forms client;
- development of the Secure Electronic Environment (S.E.E.), including Shared WorkSpace and SecureMail; and
- subject to funding being provided in the 2004 budget, further development work will be undertaken on electronic authentication.
