The all-of-government Authentication Programme began its Initial Implementation Phase on 1 July 2004. As part of this programme, a Request for Proposal (RFP) was released on 15 October 2004 for the build and/or configuration of software components, and the establishment of an operational capability, to support the implementation of a Shared Logon Initial Implementation infrastructure.

The procurement process has reached the stage of identifying Datacom as the Preferred Tenderer for this work.

A memorandum of understanding has been signed with Datacom. This agreement will form the basis for Datacom, using RSA technology, to further develop their proposal and to inform further contractual negotiations.

These negotiations are expected to be completed in March 2005, and due to their sensitive commercial nature, further details will not be made available until that time.
