- S.E.E. Directory
- The S.E.E. Directory is an (Open Source software based) LDAP server hosted by Datacom and under the day-to-day control of the S.E.E. Manager. The functions of the directory include providing the formal names, secure email domain names, digital certificates,and membership status of SEEMail member agencies.The data is provided in machine-readable form suitable for high-throughput, low bandwidth, highly resilient operations.
- S.E.E. Key server certificates
- A digital certificate (typically but not necessarily for a mail server) issued under the S.E.E. PKI Certificate Policy.
- S.E.E. Manager
- The person who the S.E.E. Manager's Representative has charged with the operational management of the Secure Electronic environment (S.E.E.).
- S.E.E. Manager's Representative
- The person designated by the State Services Commissioner as having overall responsibility for the direction and governance of the Secure Electronic Environment (S.E.E.), in conjunction with the S.E.E. Steering Group, and who formally represents the S.E.E. Manager in matters to do with S.E.E.
- S.E.E. PKI
- The S.E.E. PKI project has developed a management framework to guide agencies to develop and deploy Public Key Infrastructure (PKI). The framework outlines a PKI to authenticate public servants to inter-agency web-based applications.
- S.E.E. User Group
- The group comprising two Public Servants from each member agency, chaired by the S.E.E. Manager's representative, that is consulted regarding developments and operations of the Secure Electronic Environment (S.E.E.).
- SAML
- Security Assertion Markup Language - an XML-based framework for ensuring that transmitted communications are secure. SAML defines mechanisms to exchange authentication, authorisation and non-repudiation information, allowing single signon capabilities for web services.
- Scalable Vector Graphics (SVG)
- A W3C specification for a graphic format that enables two-dimensional images to be displayed in XML pages on the Web.
- Scheme
- A structured way of doing things where values for elements are created following certain rules.
- Search Engine
- A (usually web-based) system for searching information available on the web. For example: www.google.com.
- Secure Sockets Layer (SSL)
- A protocol developed for transmitting private documents via the Internet. SSL works by using a private key to encrypt data that's transferred over the SSL connection. Also referred to as HTTPS.
- SecureMail
- SecureMail uses Internet security standards (S/MIME) to provide a means for people and government agencies to exchange electronic information securely. Used appropriately, SecureMail will provide a high level of assurance that: The FROM: address has not been faked (spoofed), and that no unauthorised person has read or altered the message.
- SecureMail environment
- The environment complying with the SecureMail requirements for security and interoperability.
- SecureMail mailbox
- A mailbox within a domain name recorded in the Directory.
- SecureMail Membership Agreement
- The agreement that sets out the obligations of the Administrator and all Organisations with Gateways.
- SecureMail Service Provider
- Provides Gateways and/or SecureMail mailboxes.
- SecureMail standards
- The standards to which an Organisation with a Gateway must comply.
- SecureMail user
- An Organisation or Individual that uses the SecureMail environment.
- SecureMail Vendor
- Provides SecureMail software and support.
- SEEMail
- The SEEMail environment is designed to make it easier for people to exchange email and attachments using the Internet. The environment is formed by each SEEMail Agency deploying an accredited secure email gateway that signs and encrypts sensitive messages sent between other SEEMail agencies. The system is currently in use by over 40 government agencies.
- Service
- A service is something government delivers, that can be: 1. Tangible, e.g. obtain a driver licence; 2. Experienced, e.g. book a tour of Te Papa; 3. Information, e.g. find information on road safety.
- Service Agency/ Service Provider
- 1. Related to Authentication: Government agency or agent responsible for delivering a service to a client - not the Authentication Agency. 2. Related to SecureMail: A business that provides a Gateway and/or Mail Service
- Standard Generalised Mark-up Language (SGML)
- A system for defining mark-up languages that preceded the web by a number of years.
- Shared Workspace
- Refers to both the project and overall set of products this group offers for cross agency collaboration.
- Shared Workspace Governing Body
- Management group for the Shared Workspace Programme. It is based on a multi-agency management model or 'club' approach to governance.
- SIGS

- Sitemanager
- The person who variously creates, administers and maintains a website, or is responsible for a team of people that do this.
- SMEs
- Small and medium-sized enterprises. There is no official definition of an SME in New Zealand but it is usually taken to be a firm of up to 50 full-time equivalent employees (FTEs). SMEs in other countries tend to be much larger than those found in New Zealand (up to several hundred FTEs). New Zealand SMEs are typically individually owned and managed, with few if any specialist managerial staff, and are not part of a larger business enterprise. Firms with fewer than 50 employees constitute 99% of New Zealand enterprises, and account for approximately 49% of total output.
- Social Engineering
- Posing as an insider or technician on the telephone to gather passwords or other sensitive information.
- SONZ
- The "Subjects of New Zealand" thesaurus. It provides a hierarchical list of topics which are subject to New Zealand government activity or information provision.
- Spam
- Electronic junk mail or unsolicited email which has been sent in bulk. Spam usually comprises advertising or an attempt to commit fraud.
- Spyware
- Software which covertly transmits a user's personal information from his or her computer to some other destination on the Internet.
- State sector
- All organisations in the annual financial statements of the Crown (e.g. Departments, Police, New Zealand Defence Force, Offices of Parliament, State-owned Enterprises, Crown entities, and the Reserve Bank).
- State services
- The term 'State Services' is defined in the State Sector Act as including 'All instruments of the Crown in respect of the Government of New Zealand' including Public Service departments, non Public Service departments, Crown entities, the Reserve Bank and entities on the new Public Finance Act Fourth Schedule (such as Fish and Game Councils). It excludes Tertiary Education Institutions and State-owned enterprises.
- Syndicated Procurement
- Syndicated Procurement involves groups of government agencies consolidating their procurement requirements to optimize purchasing power, resulting in savings from lower contracted prices for some goods and services, improved terms and conditions, and reduced costs of tendering.
- Syndication
- The sharing of content among different websites. RSS has become the de-facto standard for syndicating news and current events on the web. RSS is an extensible XML-based schema that allows the syndication of lists of hyperlinks, along with metadata.
