Development of a Standard: Phase 1

Step One: Identify a business need

Once you have identified a business need for a Standard, find out whether such a Standard is in use today, either by an agency or internationally. If there is, consider whether this existing Standard could be constrained and prescribed to NZ Government Requirements.

If there is no existing Standard, is there a definitive need for the Standard that will enhance and benefit other agencies? If not, continue to use and apply existing e-government policies.

Whether the Standard will need to be developed as a “new Standard” or will be based on an existing Standard, the first step is to document the business need for the Standard.

Step Two: Present the Identification of a Business Need Document to the e-GIF Management Committee

If the e-GIF Management Committee endorses this standard progressing to a Working Group, proceed to Step Three.

Step Three: Establish a Working Group

The Working Group Guidelines (doc 609291) and Terms of Reference (doc 674886) are available from e-gif@ssc.govt.nz.

Step Four: Determine a Lead Agency

The Requirements for a generic Standard (doc 494219) are available from e-gif@ssc.govt.nz.

Step Five: Develop and Document the Standard

In developing the Standard, you will be required to:

  • Consult with other Working Group members. The Agenda and Meeting Minutes templates (docs 602686,601809) are available from e-gif@ssc.govt.nz.
  • Update the e-GIF Management Committee on proposed Standard and status to date. The e-GIF Standard Monthly Report template (doc 601372) is available from e-gif@ssc.govt.nz.
  • Ensure adequate funding is available for research, planning, technical development, documentation, tools, project management and development.

Step Six: Document the Proposed Standard

Use the Proposal for an e-GIF Data Standard template (doc 674674), available from e-gif@ssc.govt.nz.

Step Seven: Present the Standard to the e-GIF Management Committee

Contact e-gif@ssc.govt.nz for the e-GIF Presentation template (doc 633427) and/or provide the TOR document.

The possible outcomes from the e-GIF Management Committee are:

  • The e-GIF Management Committee does NOT endorse the Standard, and the Standard cannot be adapted to meet e-GIF Managements requirements. File the proposed Standard documentation and continue to use and apply existing e-government policies.
  • The e-GIF Management Committee does NOT endorse the Standard, but the Standard can be adapted to meet e-GIF Managements requirements. Return to Step Five above.
  • The e-GIF Management Committee endorses the Standard. Publish the Standard as a Request for Comment (RFC). Consider feedback from the Consultation process, and adapt the Terms of Reference as agreed between Working Group members.

Step Eight: Re-present the Standard to the e-GIF Management Committee

Use the document Re-Present the Standard to the e-GIF Management Committee (doc 731308), available from e-gif@ssc.govt.nz.

Once the e-GIF Management Committee has endorsed the Standard, update the e-GIF document and website pages, and progress to the Implementation Phase of the Standard.
