State Services Commission

The Government CIO discussed the changes that are in progression at the SSC and the preparation around the incoming government.

Ministry of Social Development

Two videos were shown - one video about Linwood, and one on a wrap-around service for multi problem families. Both videos showed how an integrated response can have a major impact on outcomes. Five more centres like Linwood are planned by Christmas.

State Services Commission:
Gateway Project Update/Review

An outline of the gateway process was presented. SSC sought the support of the Committee to continue championing the necessity and value of the Gateway Project.

The Treasury:
Approach by Treasury to IT investments through the Budget Process

The Committee is aiming to support e-government initiatives and create an environment where agencies join up, work on shared initiatives and have an investment approach to the budget decisions. The Committee had perceived multiple capability bids being put to government for IT and business development and the waste of effort and resources in this approach. They are seeking to support a wiser approach to the preparation of capability bids and support from Treasury. In other words, a smaller number of large investments in smart things would be far better for New Zealand. The Committee was seeking Treasury's support for this.

Treasury provided an overview on the funding process for joint Agency requests.

The Committee thanked Treasury for their overview and advised that there did not seem to be major reasons why joined up business cases cannot come through the process and be successful.

The Committee accepted the importance of a robust business case, and acknowledged the scepticism that decision-makers may have about the benefits of IT investments. However, the Committee also asked Treasury to think further of ways in which the budget process can set incentives and expectations of joined up agency work on major investments.
