1 Introduction

1.1.1 The Secure Electronic Environment (S.E.E.) Project is developing a Public Key Infrastructure (PKI) for use among NZ Government agencies. Its primary purpose is to authenticate public servants to inter-agency web-based applications classified up to SENSITIVE.

1.1.2 The S.E.E. PKI Project's goal is to promote interoperable PKI solutions within the government, the development of common guidance, and the sharing of information, resulting in economies of scale, reduction of risk, and systems that are fast to implement and easy to use.

1.1.3 This document discusses

  • Three main ways of identifying a user to a system - either as an individual (passport style), as a person affiliated to an organisation (business card style), or as a person associated with an organisation (associate style).

  • Evidence of identity, e.g. driver licence, passports, and how much is required to gain a S.E.E. Key [ A S.E.E. Key is a digital certificate with its associated private key stored on a smart-token. This the recommended authentication mechanism recommended in Decision Paper 3 for controlling access to SENSITIVE systems.] .

  • The registration process - the process by which a person will be issued a S.E.E. Key.
