9 Resources required to manage the use of PKI in NZ

9.1.1 New Zealand's model is not so much to develop a local PKI market, but to develop an infrastructure that can be used by today's applications. This will drive the costs of research and development onto application owners. In contrast to other countries we are able to do this primarily due to our smaller size, and less ambitious aims with respect to generating a market.

9.1.2 We expect that a single person could manage CA contracts and accreditation, for several CAs, and this would probably not be a full time job. This person can currently draw on technical and legal resources from The Treasury, the GCSB and the SSC. It is likely that for the next few years at least the e-government unit will be able to continue to find appropriate expertise outside the unit but within Government. Rotation into the E-government unit should be encouraged to bring diversity and encourage skills transfer. Some additional professional expertise will be required from time-to-time.
