4.1.1 An Open Source Directory presents a viable starting point deferring the need to select a particular Directory vendor, allowing valuable experience to be gained in the implementation and usage of a Directory for minimal outlay. It fits well with the principles of the E-Government strategy, particularly 'start-small, scale-quickly'.
