3 Recommendations
The S.E.E. Team recommends that the S.E.E. Steering Group:
3.1.1 Note that the scope of these recommendations is confined to the S.E.E. member agencies (while not precluding extension to a wider audience if justified under other e-government initiatives).
3.1.2 Note that a distinction should be maintained in the S.E.E. Directory between a person and the role(s) which he/she may fill from time to time, irrespective of the organisation within which the role is carried out.
3.1.3 Note that there should be a single S.E.E. Directory for use in generic e-government applications. The Directory should act as the definitive reference point for information about people, organisations, services and other objects [ Note that the word 'object' is used here in the data management sense, i.e. meaning '[noun][item] of interest'] of interest.
3.1.4 Note that S.E.E. member agencies should be required to contribute to the S.E.E. Directory a minimum standard set of data relating to their organisation and personnel.
3.1.5 Note that the S.E.E. Directory should be controlled by the S.E.E. Steering Group, which will exercise overall stewardship.
3.1.6 Note that there should be 'multiple points of administration' of the S.E.E. Directory. By this is meant that contributing agencies should accept responsibility for the content and integrity of the data provided by them for incorporation into the S.E.E. Directory.
3.1.7 Agree that the persistence of identity is an essential principle on which the S.E.E. Directory is based. Once established, the identity of a person cannot be abolished.
3.1.8 Agree that the S.E.E. Directory must respect the autonomy of S.E.E. member agencies and should not operate in such a way as to disadvantage or favour one agency over another.
3.1.9 Agree that the S.E.E. Directory must so far as possible be technology- and vendor-neutral.
