In June 2003 the Government agreed an all-of-government approach to online authentication. The Government has agreed to:

  • commencing the design and scoping of an all-of-government model that has centralised authentication functions with limited information exchange;

  • provide funding for this work;

  • the preparation of a business case for authentication implementation as part of the 2004 Budget process; and

  • a report to Cabinet in March 2004 for a decision on proceeding with implementation, including agreement to the required legislative changes and funding.

The Government has not made decision on technology solutions or committed to implementing a solution.

The sections below set out the E-government Unit's advice that was the basis of Government's decisions.
