B. Discretionary Expectations

3. Based on the E-government Strategy (adoption of which is mandatory), following discretionary expectations regarding e-government include:
  • E-government portal: agencies will give effect to the 'Portal Charter', put in place between the Commissioner and chief executives in 2002.

  • Web guidelines: agencies should give effect to the web guidelines as soon as feasible (note: it is likely that the EGU will seek to make this a mandatory requirement during 2002/03). The guidelines are available at http://www.e-government.govt.nz/web-guidelines/

  • Service delivery architecture: agencies should be looking at opportunities to apply the architecture in the E-government strategy (revision 2) as part of their overall e-government and service delivery strategy/plans.

  • S.E.E. PKI: agencies should use the S.E.E. PKI policy if deploying digital certificates for internal use. (See: http://www.e-government.govt.nz/see/pki/ )

  • S.E.E. Mail: agencies should implement S.E.E. Mail. (See: http://www.e-government.govt.nz/see/mail/)

  • Assessment: agencies should participate in the e-awareness (e-government monitoring and information brokering) processes. This for reasons of both monitoring quality, and more importantly supporting collaboration and the collective interest through information sharing.
